		This might cause bad code such as this 
		
		@a = $upload->file_handle;
		
		that relies on undef in list context to fail.

	- Add CGI.pm 2.47 as requirement 
	  so we can use the more correct "upload" method for getting the file handle.
	- Add (experiamental) support for CGI::Simple and theoretically to other CGI-like modules.
	  CGI.pm and CGI::Simple are actually tested.
