   - Reverted to the 0.05 behavior that a target does *not* get
     rebuilt if it has exactly the same time as a dependency.  Forcing
     a rebuild can cause problems when execution of the rule is not
     idempotent.

   - Fixed check for recursive dependencies
   - Default to rebuilding a target if it has exactly the same time as
     a dependency
   - Fixed the tests so that they avoid a race condition when checking
     that the modification time changes when there's a new file size

   - Reimplemented to Class::Std instead of pseudohashes.  This change
     necessitated a new interface for the "new" constructor routines,
     so the interface is not backwards-compatible with version 0.02.
   - Fixed a number of typos in the pod documentation.
   - Added the get_rule_info method to Slay::Maker.

   - Created $MATCH0, $MATCH1, ... environment variables for shell
     commands to use.
   - Added processing to allow shell commands to use $1, $2, ... to
     access the matches.
