 - now takes PKG = MIRROR notation, and package path is attempted to be
   discovered automatically using a 02packages file.
 - the old behaviour can be attained by specifying PKG.uri = with either an
   absolute uri, or a relative uri.

 - new: Dist::Zilla::Role::xPANResolver which handles
