 - add (default on) idempotent option
 - refactor start and stop_service methods to use Win32::Service instead of
   shelling out to sc or net.  Because of this the use_sc option has been
   renamed to non_blocking
 - add get_status method
 - add get_services method
 - add autostop option to delete_service
 - document delete_service method
