Added Metadata::HTTP class.  Is this really a good idea?  Added example
program using it to look for robots in an HTTP log.

Added htdig-dump program that dumps an ht://dig docs database in
Harvest-compatible SOIF format.  Next job is to make this a real
Harvest gatherd.
