    Don't save state when using local::lib

    Also remove the build directories when finishing an iteration.

    Stash $ENV{PERL5LIB} ourselves

    CPANPLUS stashes the value of $ENV{PERL5LIB} too early during
    configuration, we set up the local::lib env after this. So we have to
    stash PERL5LIB ourselves.
